The Ministry of Education and Science of Ukraine will penalize those publishers that have not been able to deliver textbooks for 8th grade to schools on time.

The official explained in a comment for “q. Life”that if the publishing house delays the execution of the contract, a penalty is charged. Its size – Dual NBU discount rate from shipping cost for each day of delay. The penalty is accrued until the obligation is fully fulfilled, or before the day of filing a written request or a claim in court.

“For late 30 days, an additional penalty of 7% of the delivery costs is charged. Funds received in the form of a penalty or fine will be credited to the state budget to the main account. This is the account from which the textbook delivery is paid. These funds cannot be used for other needs”, “ – said Nadiya Kuzmichova.

According to the officials, the MES will analyze the effectiveness of the mechanism that is tested this year – the delivery of textbooks by publishing houses to educational institutions.

“According to the results of the analysis, we will offer fuses to avoid delays with the delivery of textbooks in the future. Among other things, we consider the option of preventing the textbooks of the relevant publishing house to the competition for the next year.

The risk of losing a government order can be a significant factor for publishes. However, the final decision on additional sanctions and their specific format for violation of the terms of delivery can be spoken after full analysis “, She added.

Recall that this year the delivery of purchased textbooks to schools was partially carried out for a new mechanism – directly from publishers. This is the approach called “Fragrant algorithm” that should solve the problem of delays in the delivery of textbooks to school.

However, for September 15, students did not receive almost every fifth (18.3%) a book of planned, but the Verkhovna Rada Committee on Education, Science and Innovation recognized unsatisfactory work of the Ministry of Education and Science in providing schools with new textbooks.
