In the state budget project for 2026, the Cabinet laid an increase in funding for pension payments and indexation. Prime Minister Yulia Sviridenko reported that pension expenditures will increase by UAH 123.4 billion and exceed UAH 1 trillion. The indexation is planned from March 1, 2026, and the exact percentage of the increase will be determined by a separate Cabinet resolution after the budget is approved.
Automatic recalculation when changing the subsistence minimum or minimum wage for working pensioners is not made. It occurs only after the dismissal or termination of business. However, working pensioners can receive a recalculation, taking into account additional insurance and earnings. Pensions are paid regardless of whether a person receives a salary or income from business, except in cases provided for by law.
According to the law, an increase in a pension in case of a subsistence level or a minimum wage does not apply to employees until dismissal. The recalculation is made from the date of setting the new subsistence level or the minimum wage. The working pensioner may receive a recalculation based on the experience and earnings after the prior assignment of a pension.
Pensioners who continued to work after retirement and for which the ESA was paid, are entitled to recalculate every two years. The recalculation is carried out at the request of the pensioner or automatically from April 1, takes into account the length of service acquired by February this year. The procedure is automated, you do not need to contact the Pension Fund, and payments in the new amount begin to calculate from April. The recalculation takes into account only insurance experience and earnings received after prior appointment or recalculation of the pension.
