Investment in social stability: Weight urged the government to put in budget-2026 funds for passenger railway transportation

The weight emphasized that ensuring the stable work of the passenger segment of “Ukrzaliznytsia” is a matter of social stability of the country, as the company is now in a critical financial condition.

It is estimated that more than 22 billion UAH will be reached in 2025 in 2025. They were offset for a long time at the expense of freight income, but this model has exhausted itself.

“Revenue from freight transportation is no longer able to overcome the rapidly increasing losses of the passenger segment. This creates risks for continuity of communication between the regions,” the appeal emphasized.

Particular attention was paid to the social aspect of the problem. Most Ukrainians cannot pay the cost -justified ticket price, so raising tariffs is several times unrealistic and “cut from basic transport services” millions of people. ” For remote villages and small towns, the railway is often the only accessible mode of transport.

“The railway provides citizens’ access to education, medicine and social services, promotes employment in communities, because people allow people to work in large economic centers, and play a strategic role in the war, influencing the population mobility and defense capability of the country. But without systematic and intended support from the state, it is impossible to ensure stable.

The Association proposes to provide in the state budget-2026 22-25 billion UAH for financing passenger transportation, which corresponds to the projected losses for 2025-2026. In addition, the weight has called for the creation of a stable mechanism for annual state support through a separate budget program, which will avoid “patching holes” and will provide predictability in planning.

“The financing of railway transportation in the state budget should not be considered as expenses. It is an investment in the mobility of the population, the viability of territories, social cohesion and stability of the state as a whole,” – summed up the Executive Director of the weight Ivan Slobodian.

Earlier, the European Business Association also called on the government to put compensation for Ukrzaliznytsia for unprofitable passenger transportation in the state budget. The EBA stressed that the current model of cross-subbs is contrary to European practice and reduces the competitiveness of cargo owners. They also advised to cancel the land tax for UZ, because it does not exist in any developed country.

As it became known, in 2026 Ukrzaliznytsia plans to increase tariffs for freight rail transportation by 37%to cover increasing losses from passenger transportation. At the same time, according to economists estimates, such an increase can lead to the fall of the cargo base by 15%, which will give UZ only about 12 billion UAH of additional income. At the same time, losses for the economy will amount to UAH 96 billion in GDP and UAH 36 billion of tax revenues.
