From January 1, Ukraine will operate a single form of tickets for all types of public transport – government decision

The Ministry of Community Development and Territories of Ukraine has approved the standard form of tickets for all types of public transport. The approved Order No. 1066 shall enter into force on January 1, 2026. This was reported by the Ministry on September 17.

The order fully complies with the Law of Ukraine, which implements an electronic ticket for road and city electric transport No. 3378-IX dated 05.06.2024. In particular, universal tickets for:

• city ​​and suburban bus routes;
• long -distance and international bus routes;
• trams and trolleybuses;
• Metro.

These details apply to both paper and electronic tickets (which means a ticket issued through an automated travel accounting system). Both formats are equally valid and can be used. Among the mandatory details for all tickets should be noted:

• price information (full or preferential ticket, VAT, commission – if any);
• registration number (serial, fiscal or unique identifier for electronic tickets);
• date and time of departure/arrival or term of the ticket;
• carrier data (name, EDRPOU code or RKOKPP, address, contact information);
• information on the insurance contract and insurer;
• If necessary, the QR code on the front side of the ticket.

In addition, different types of transport are provided for the use of the ticket:

• For buses on city and suburban routes It is planned that an electronic ticket can be provided to the passenger after registering through a smartphone, QR code, e-mail or application.
• For suburban routes The luggage receipt is provided in case of luggage transportation.
• For long -distance buses It is stated that the ticket must contain complete flight information: transplantation, arrival time and departure, the length of waiting for a transplant.
• On international flights It is also envisaged that the ticket should be personalized. That is, it should indicate the name and name of the passenger in accordance with the passport, as well as the ban on the transfer to another person and information on transplants (place and duration).
• Metropolitan and urban electric transport. For the first time the requirements for the form of the ticket are prescribed. An electronic ticket should be available through a QR code, a mobile application, an email or a personal account. Insurance data can be placed on both the front and back of the ticket.

Recall that the Ministry of Development has recently approved the technical requirements for automated fare accounting systems, which should ensure the interoperability of electronic tickets registration. First of all, it is about the possibility of providing transport services to preferential categories of the population. These technical requirements will ensure the compatibility and reliable operation of the ASOOP systems and create the basis for implementation in Ukraine of a single Smart Ticket.
