Since February 2022, Ukraine has received more than $ 145 billion in international financial assistance, which allowed to maintain macro -financial stability in a full -scale war and to guarantee all necessary social expenditures, said Finance Minister Sergei Marchenko.

“Given that the war is continuing, the challenges for the financial system are stored, the continuation of external support is extremely important,” Marchenko said during a number of bilateral meetings with the G7 and EU -EU -Finance Ministers, EU and IMF representatives on September 20 in Copenhagen, the Ministry of Finance.

According to him, more than $ 30.6 billion external funding was raised in 2025 alone, the need for the current year – $ 39.3 billion.

As for the next budget year, Marchenko noted that, given the war, the Government of Ukraine continues to direct all internal financial resources to ensure defense expenditures, and to cover social expenditures, the state counts on the assistance of international partners.

To do this, the government is active in dialogue with key partners – the IMF, the EU and the G7 countries.

In August, the Minister of Finance stated that Ukraine’s need for external financing is $ 45 billion, this amount includes budget deficits and expenditures for repayment of external debts.

On September 15, the Cabinet approved the state budget project for 2026 and submitted it for consideration to the Verkhovna Rada. State budget expenditures amount to UAH 4.8 trillion (+415 billion hryvnias from 2025), income – 2 trillion 826 billion UAH (+446.8 billion UAH or 18.8% from 2025), and the need for external financing will be 2 trillion UAH 79 billion.
