The Verkhovna Rada has registered laws, which provide for the return of the social minimum and increase in real costs.
Social Policy Minister Denis Ulyutin explained that the subsistence minimum is now a settlement value for payments rather than reflecting real needs.
They propose to introduce the basic value without social load and increase the minimum by bringing it to the actual consumer basket. The state budget project for 2026 provides for the subsistence minimum at the level of UAH 3209 for one person.
We will remind, on September 15 the Cabinet of Ministers of Ukraine approved the project of the Law on the State Budget for 2026.
Also, from January 1, 2026, the Cabinet proposes to set a living wage at the level of 3 209 UAH per person per month.
