A new survey showed that the level of trust in President Vladimir Zelensky remains stable. Most Ukrainians oppose the elections during the war.
This is evidenced by the KIIS survey data.
The KIIS survey was conducted from September 2 to September 14, 2025 among 1023 respondents throughout Ukraine.
59% of Ukrainians trust President Vladimir Zelensky, 34% do not trust. The balance of trust is +25%. For comparison, in early August, the corresponding figures were 58% and 35%.
Currently, the level of trust is lower than the maximum this year (74% in May after the signing of the fossil agreement), but still higher than December 2024, when trust was 52%.

Sociologists also asked Ukrainians about the feasibility of holding national elections during the war.
Only 12%have been stable for the elections, even without ceasefire, and this figure remains stable since March 2025. Instead, the number of respondents who support the election after ceasefire with security guarantees is increasing – from 9% to March 22% in September.
Nevertheless, most Ukrainians – 63% – believe that elections should only be held after the final peace agreement. In May, 71%thought, in March – 78%.

Deputy Director of KIIS Anton Hrushetsky noted that Volodymyr Zelenskyy retains high trust of society, especially in the conditions of war, when there is a need for unity.
At the same time, the sociologist noted that one third of the population does not consistently trust the President, and some of those who support him now can change his attitude after the end of the war.
“It is now important to maintain a constructive discussion and to realize that the main priority is the successful completion of the war in favor of Ukraine,” Hrushetsky stressed.
Earlier, a new survey showed that 75% of Ukrainians consider it completely unacceptable to Russia’s “peace plan” of the end of the war. At the same time, 74% of citizens can approve of the peace plan of Europe.
More than 50% of citizens are ready to join the defense forces and to defend Ukraine with their arms in case.
