76% of Ukrainians believe in the possibility of winning the proper number of weapons and sanctions against the Russian Federation – survey

The vast majority of Ukrainians – 76% – believe in the possibility of victory in the war with Russia, if Ukraine is duly supported by sanction policy and receive enough weapons and money, testifies to the Kiev International Institute of Sociology. It is believed that even under such conditions, Ukraine is not able to win – 15%, the remaining 9% could not decide on their opinion.

“It can be reasonably assumed that in the last year there has been no significant reduction in the possibility of victory, while for a convincing majority, victory is possible – with the proper support of the event (which is not expected to send troops, but at least effective sanctions and sufficient provision of weapons).”

In addition, according to the survey, 76% of Ukrainians believe that even if the United States stops assistance to Ukraine, Russia’s resistance should be continued with the support of European allies (82% in March 2025).

At the same time, according to the authors of the study, only 18% of Ukrainians expect that peace can be achieved this year.

“Against the backdrop of intensifying the joint efforts on the part of the current US administration, many foreign observers have (in advance – false) the idea that Ukrainians seem to see this end of the war in the near future. We, sociologists and citizens of Ukraine, had no such observation. And in order to test our observations, we asked the question when, according to Ukrainians, the war can end. So, only 18% of Ukrainians expect the war to end by the end of 2025. Instead, 27% talk about 2026, 32% – about 2027 and later. Every fourth respondent (23%) answered “I do not know”, – they say in KIM.

At the same time, most Ukrainians (62%) continue to respond that they are ready to endure the war as much as they need (in early June 2025, the figures were identical).

Also, 54%of all adult men and women who do not pass military service are ready to join the defense forces and weapons in their hands to defend Ukraine (63%among men, 46%among women).

The survey was conducted on September 2-14 by telephone interviews on the basis of a random sample of mobile telephone numbers in all regions of Ukraine (controlled by the Government of Ukraine territory), 1023 respondents were interviewed.

Last month, the sociological group “Rating” published the results of a poll of public opinion on the ways of ending the war of Russia against Ukraine, which showed that 59% of Ukrainians support the cessation of hostilities and the search for compromise, 20% advocate for the continuation of the war before the return of Donbass and Crimea in Invasion of Russia).

At the same time, 82% of respondents consider negotiations realistic by completion of the war, of which 62% advocate for a compromise with the involvement of other countries, 20% for direct negotiations with Russia.

75% of respondents believe that Ukraine should only agree to ceasefire if international security guarantees.
