The competition for filling in 6 vacancies in the Accounting Chamber formally began in December last year with the adoption of the Law on the Reform of this body. But “visas and now” – the Verkhovna Rada has not been able to form an advisory group of experts (DGE) for 4 months, which will select candidates. At the beginning of September, a new project was registered in Parliament on the formation of DGE, which can be considered at the nearest plenary session.

- Pascal Munier (France) – Honorary Magistrate of the Court of Auditors of France;
- Lee Samerfield (UK) – Director of the National Audit Office of the United Kingdom and Northern Ireland.
And there are changes in the list of candidates from deputy factions and groups. In particular, the new candidate proposed “European Solidarity”. Instead of the former member of the Accounting Chamber Irina Ivanova, the faction suggested Boris Kushniruk.
According to the submission of the Budget Committee of the Verkhovna Rada Kushniruk, he works as a consultant-analyst on the conditions of outsourcing. In this case, the scope of its examination covers a very wide range-macroeconomics, finances, banking, housing and communal sector, gas market, pension system, agricultural sector, politics. And if you look at publications and plots with his participation in the media, then the list of examination of the candidate can be continued – the activities of law enforcement agencies, purchase, nuclear power, freight, pricing in pharmaceuticals, protection of competition in business. At the same time, according to open source information, The candidate had no experience in the field of state financial control (audit).
In July 2023, Boris Kushniruk published his blog called “Our Selection Competitions for Positions – It is a Dog!”, In which he criticized the use of competition commissions and generally competitions for the selection of candidates for positions in authorities. But in two years he changed his position and agreed to participate in the selection for DGE.
The inconsistent position of the candidate is also traced in other topics that he actively communicates. In March this year, Kushniruk published a publication that criticized NABU’s activities and quoted the mention of its liquidation. And in August, one of the TV channels declared the need and hope for the restoration of NABU’s procedural independence.
This gives reason to doubt the high moral qualities of the candidate, which is the direct requirement of the law to a potential member of DGE.
In general, the new list of candidates has reduced – this time he did not submit his candidacy for DGE “Voice”. So there were 5 candidates in the final list.
In addition to Boris Kushniruk mentioned above, they entered there:
- Alexander Rozhko – Doctor of Economics, Professor of the Department of Finance of the Faculty of Economics of Taras Shevchenko National University of Kyiv;
- Miroslav Maslyak -Assistant Consultant of the People’s Deputy of Ukraine, Doctor of Philosophy, Senior Lecturer in the Department of Public Administration, Public Administration and Economic Policy of the Semen Kuznets Kharkiv National Economic University;
- Alexander Boyko – certified auditor and President of the Public Union “Chamber of Auditors and Accountants of Ukraine”, former deputy chairman of the Audit Chamber of Ukraine;
- Luvinskaya Lyudmila – Doctor of Economics, Head of the Department of Tax Management and Financial Monitoring of Kyiv National Economic University. Vadim Hetman.
Earlier Ti Ukraine has already paid attention to Risks to appoint Miroslav Maslyak to DGE. Despite the fact that the law does not contain direct restrictions for the assistants of the People’s Deputies, involving them in the advisory group of experts contains the risk of political and power influence on the selection. This can undermine confidence in the competitive procedure and eliminate the very idea of creating an advisory group as an independent element of selection, designed to protect the process from subjectivism and pressure from the authorities.
It is also noteworthy that all candidates except Kushniruk, They have already been considered during the preliminary vote, which Parliament failed. Then there were only 6 votes to make a decision. Therefore, we urge MPs to weigh the experience and reputation of all candidates and choose the best to DGE.
