Details: With these recommendations, the European Union prepares a coordinated approach in case when the conditions in Ukraine will allow the gradual termination of temporary protection status for Ukrainian citizens.

The recommendations contain measures to inform the displaced persons, as well as to coordinate, monitor and exchange information between Member States and Ukraine.
The Council called on Member States to grant national residence permits issued, for example, on the grounds related to employment, training, education or family circumstances.
Persons who use temporary protection should also be able to apply for statuses in accordance with EU law, including those concerning highly qualified employment. At the same time, it is not possible to have statuses under EU law and use temporary protection.
Many Ukrainians who have escaped from the war need support for them to return to Ukraine and reintegrate to Ukrainian society. Member States can assist them by allowing you to get acquainted visits to Ukraine. The conditions for such introductory visits should be agreed between EU countries.
Member States should also provide voluntary return programs in force for a limited period and agree on the conditions of these programs with the Ukrainian authorities and other Member States.
In addition, they must extend temporary protection rights (such as housing, medical care and education) to persons involved in voluntary return programs.
Member States should also guarantee information to displaced Ukrainians-to apply for another legal status, the impact of this on their privileges and rights, as well as to support when returning to Ukraine.
EU countries should, in particular, create information systems and conduct campaigns dedicated to voluntary return programs. They can also establish the so -called “Unity Hubs” (unity centers), which can be funded by EU programs.
