The government resolution, which establishes a fixed electricity price for the population, will lose its validity on October 31.

“At present, the issue of revision of the terms of the mechanism provided for in Resolution No. 483 is not considered in terms of changes in preferential fixed prices for electricity,” the department said.
The ministry adds that “conditions of difficult economic situation due to full -scale armed aggression of the Russian Federation, there is a need to continue supporting the population in order to avoid a significant increase in financial burden on household consumers of all categories, including from increasing the price of electricity.” However, past views of electricity for the population have occurred during martial law.
The Cabinet of Ministers No. 483 of 2019 provides that the enterprises that are entrusted with special responsibilities (Energoatom JSC and the private joint -stock company “Ukrhydroenergo”) sell electricity supplied to the population at fixed prices. It also determines the current cost of electricity for the population-4.32 UAH/kilowatt-hour. At the same time, according to the document, Energoatom and Ukrhydroenergo must sell electricity to the population at fixed prices only until October 31, 2025. Accordingly, November can potentially give people a new tariff for light if the government does not extend the resolution.
Meanwhile, according to the media, the Ministry of Economy has been predicting an increase in electricity prices for the population since 2026. It is expected that kilovats for Ukrainians will rise in 2026-2028, and the annual increase will be 15% (plus-minus 5%).
Electricity tariff for the population in UkraineIt is known that the electricity tariff for the population has not been subject to the legislative moratorium on raising prices for utilities for household consumers during martial law.
From June 1, 2023, the Cabinet of Ministers raised electricity tariffs for the population to UAH 2.64/kWh. A year later, the government repeated this exercise, raising the tariff to UAH 4.32/kWh.
At the same time, on May 14, the Verkhovna Rada approved the report of the Parliamentary Temporary Investigation Commission, which, in particular, stated that the last increase in electricity tariffs for the population was economically unjustified. However, no responsibility was followed.
