“According to the Institute of Demography, about 700,000 men aged 18-22 live in Ukraine. Most of them are students. Even given the fact that someone could not complete their studies or works in parallel, only 200-300 thousand from this group were actually involved in the labor market, ”Vyshlinsky explained.
According to the Pension Fund, the total number of economically active population in Ukraine is approximately 13 million people, the economist reports. Accordingly, the share of young boys is only 2-3% among the total population.
“The risk to the economy is predominantly that some of the unskilled or low -skilled young workers can take the opportunity to leave and work abroad. First of all, the losses are felt by the industries, where young people usually worked: retail, construction, logistics, production in simple specialties, ”the director of the CES explained.
Prior to that, President Volodymyr Zelenskyy assured that the decision has been made to allow men aged 18-22 abroad will not affect the country’s defense capability, but rather contribute to the preservation of young people in Ukraine.
The Cabinet resolution on the permission of the military men aged 18-22 came into force. The Ukrainians have already started to leave.
We will remind, since August 28, 2025, men aged 18-22 will be able to cross the state border freely, the Cabinet of Ministers of Ukraine reports.
Earlier it was reported that men of 18-22 will be able to cross the border freely during martial law.
The Verkhovna Rada will also consider the abolition of departure restrictions for all men.
