It is noted that these proceedings include 14 suspects: five prisoners, seven employees of the Kyiv Detention Center of Kyiv and two medical workers of the Branch of the Center for Protection of the State Criminal Enforcement Service of Ukraine in Kyiv and Kyiv region.
The report states that the DBR, together with the SCVD, conducted an operation with counteraction to torture and inhuman treatment in places of imprisonment within the country. It was within the framework of this activity that the Bureau eliminated the “criminal” vertical in the Kiev pre -trial detention center.
“It was headed by the so -called“ watchful ”. In the functioning of this “vertical”, he attracted some of the personnel of the pre -trial detention center and doctors who actually acted under the control of criminality, ”the DBR reported.
In November 2024, the DBR and the Ministry of Justice initiated personnel changes that actually stopped the activities of the criminal network – although some employees remained under criminal influence.
In December 2024, a case was recorded in the territory of the walkway of the pre -trial detention center when the so -called “watch” together with the persons close to him brutally beaten another prisoner, resulting in he died.
According to the DBR, the employees of the pre -trial detention center knew about the beating, but tried to hide it – forged documents, made a decision on isolation of the victim without proper medical care. Only the next day he was taken to the hospital, where he died on December 28.
According to the results of the investigation, cases of three employees of the pre -trial detention center and two doctors under a number of articles of the Criminal Code of Ukraine were sent to the court:
- Part 3 of Art. 365 – excess of power or official authority;
- Part 3 of Art. 367 – official negligence;
- Part 3 of Art. 135 – leaving in danger;
- Part 2 of Art. 139 – failure to provide assistance;
- Part 1 of Art. 366 – service forgery;
- Part 1 of Art. 358 – forgery of the official document;
- Part 2 of Art. 28, Part 3 of Art. 27 – complicity in a crime by a group of persons.
Sanctions are envisaged up to 10 years in prison.
Earlier, the State Bureau of Investigation has completed a pre -trial investigation into the murder of the prisoner in the Kiev pre -trial detention center. Five persons involved in death, They were sent to court .
The State Bureau of Investigation also found the facts of regular prisoners in the Poltava detention center.
