Previously, the lack of regulatory resolution limited the import of modern devices with support for this standard.
• 6425-7000 MHz for 4G/5G: Since 2028, this spectrum will be used for the development of IMT mobile technologies, which will lay the basis for 5G networks.
• 1980-2010 MHz / 2170-2200 MHz for satellite communication: Since 2028, frequencies will be available for mobile satellite services and integration with land systems, which will increase communication.
• The spectrum for mobile communication in transport: The ranges are highlighted in accordance with European standards for aircraft and ships.
• Sea safety: navigation: Additional frequencies will bring Ukrainian standards in line with international standards.

In addition to the new frequency plan, the government has updated the requirements for the use of existing resources to stimulate technological renewal.

• Step -by -step withdrawal 3G: The complete termination of the networks is scheduled for December 31, 2030. This will redistribute 4G/5G resources. Operators have already started the closure of outdated stations, but in regions without a 4G 3G network will continue to function.
• Demonopolization 5 GHz: Since 2026, the range will become available to all operators, which will increase competition in the Wi-Fi services market.
• Radio Modernization: Updated rules for shore and ship stations, removal of outdated technologies from the registry.

Changes have been part of the digital integration strategy with the EU. They form a technical base for innovation, promote competition in the telecommunications market and improve the quality of services for the population.

According to the informant, the 3G removal process began in early 2025. The NCEC emphasized that the shutdown would be gradually, and subscribers will receive a preliminary notification. Owners of simple 2G support phones will not lose the opportunity to call or send SMS. Operators are obliged to provide free SIM card replacement for customers with outdated devices.
