The head of the specialized unit and other officials of the Ministry of Defense did not properly control the quality of the delivered goods. Despite the fact that the first samples of the goods received negative conclusions on the results of laboratory tests, they did not initiate repeated tests in accredited laboratories. Instead, the supplier provided positive test protocols from another organization, and the head of the special unit of the Ministry of Defense approved a batch of goods as a quality one.
In the future, the supply company transferred purchased mask glasses to the military unit and received budget funds.
As a result of this scheme, the Ministry of Defense was caused material damage for more than UAH 25.7 million, OGP noted.

Investigators of the DBR conducted a number of searches at the places of residence and work of the persons involved, seized documents and electronic media with data on purchases. The director of the supplier was detained. He is charged with the seizure of someone else’s property through abuse of office in particularly large amounts, committed in the conditions of martial law (Part 5 of Article 191 of the Criminal Code of Ukraine). The issue of choosing a preventive measure is currently being resolved.
In addition, the former official of the Central Quality Department of the Ministry of Defense, who was supposed to control the quality of the goods, was informed of the suspicion, but showed official negligence (Part 4 of Article 425 of the Criminal Code of Ukraine).
The pre-trial investigation is ongoing, and other officials of the Ministry of Defense, the criminal law assessment of which will be additionally provided additionally, are being checked for involvement in the commission of crimes.
