President of Ukraine Volodymyr Zelensky has introduced new personal and sectoral sanctions against 35 individuals and legal entities related to Rosatom State Corporation and Energy Companies of the Russian Federation.
This is stated in the decrees of the head of state №594/2025, №595/2025.
On August 8, the National Security and Defense Council of Ukraine decided to introduce new special sanctions against the Russian corporation Rosatom and its global infrastructure.
The President of Ukraine confirmed his signature by the decrees at number 594/2025 and No. 595/2025.
The sanctions cover 18 natural and 17 legal entities involved in the integration of the Zaporizhzhya NPP into the Russian Energy System, participation in the seizure of Chernobyl NPP, the production and maintenance of dual -use nuclear equipment and exports of enriched uranium through subsidiaries in Europe.
Among the key defendants of the list are Nikita Konstantinov, Deputy Director General of JSC “Concern Rossenergoatom”, as well as Uranium One Holding NV (Netherlands), Rostom Finance Ltd (CIP) and JSC “Kirov -Energymash” (Russian Federation).
Expanding the sanction pressure on Rosatom is an integral part of the struggle for restricting Russian access to critical nuclear technologies and financing.
In addition, the synchronization of sanctions with key international partners continues.
Ukraine has already fully synchronized sanctions from the United States, adopted in 2025, aimed at the energy and military-industrial complexes of Russia and the mediators in third countries.
The sanctions lists included subsidiaries of Gazpromnfti in the Russian Federation, Kazakhstan, Tajikistan, Kyrgyzstan, operators of the shadow fleet of the Russian Federation and traders, which bypass price restrictions on oil.
Other purposes include manufacturers of MIC in the Russian Federation, China, Turkey, UAE and Malaysia, as well as financial and logistics structures that help to circumvent sanctions.
Ukraine has declared its readiness for further coordination with international partners to strengthen the sanction regime and minimize the risks of its bypass.
