In Ukraine in test mode will appoint “basic social assistance” / photo UNIANThe Ministry of Social Policy plans to introduce a new type of social assistance with a single approach to its appointment. Since July, the experiment for available recipients of social payments has been ongoing.
According to the press service of the department, its goal is to pilot the appointment of payments on a single principle of one assistance that unites several existing ones.
It is a test mode of “basic social assistance” for recipients who already have one or more of the above benefits today:
- state social assistance to low -income families;
- state aid for children to single mothers/parents;
- benefits for children raised in large families;
- Temporary state aid for children whose parents evade child support are not able to retain a child or their place of residence is unknown.
It is noted that the amount of assistance is tied to the so -called base value, which determines what amount of minimum income should be per person in the family. Therefore, the amount of basic social assistance is calculated individually (it is equal to the difference between the total size of the base value for all family members and the average monthly total family income).
The size of the base value is 4 500 UAH and is calculated for each family member as follows:
- for the first family member, each child under 18 years of age and persons with disabilities I or II – 100% of basic assistance, ie 4500 UAH;
- For each subsequent family member – 70% of the base value, with corrective coefficients for pensioners, depending on the length of service.
The Ministry of Social Policy provides examples: a mother who does not work and has no income, and a child of 2 years who are currently receive help to low-income families and assistance at birth, with a BSD will be able to receive a total of 9000UAH (now they receive 6500 UAH);
Another example is a family of 5 people (a parent who receives a minimum wage, to have and three minor children) who have developed assistance at birth, large -scale assistance and assistance to low -income ones, with a basic social assistance, they will receive 14 010 UAH. (They currently receive 10500).
“A family entitled to basic social assistance should choose: to receive a new type of assistance or those” classic “types of benefits that have now (for example, for large families or low -income families),” the department said.
Currently, the appointment of basic assistance is piloting. Within the experimental project, the Pension Fund of Ukraine will collect feedback to determine whether any changes and improvements are needed. If this tool is successful, access will be simplified and expanded to other recipient categories.

According to the first deputy minister of social policy, Dariya Marchak, from the first to the twelfth month the child will be paid a monthly help, which will be significantly higher than the current amount of UAH 860.
