According to the press service of the Security Service of Ukraine (SBU) on the social network, military counterintelligence, investigators and office of the general prosecutor exposed another scheme of theft of funds that the preliminary management of the Ministry of Defense was engaged.
“The persons involved have appropriated more than 90 million budget hryvnias for the purchase of defective anti -tank missile systems (PTRC) for the needs of the front,” the statement said.
It is noted that this weapon plays a key role in the destruction of the enemy armored groups trying to break through the defensive positions of the Ukrainian troops.
“According to the results of complex measures, the organizer of the equipment – the former head of one of the departments of the Ministry of Defense and two of his accomplices from the contractor company, was exposed in Kiev,” – said in the message.
As it became known to UNIAN from the sources in law enforcement agencies, it is about Alexander Liev, who headed the Department of Military and Technical Policy, the Development of Weapons and Military Defense Military Equipment.
The investigation found that, while in 2022-2023, he concluded a state contract for the supply of anti-tank weapons for the Armed Forces.
“According to the concluded agreement, the capital defense company had to put the military department very necessary for the PTRC, which should immediately be directed to the front. However, instead of modern weapons, contractors put the customers unsuitable for use for use for use anti -tank installations, and the obtained budget funds were brought into the shadow.”
In this regard, the conclusions of an independent examination initiated by the SBU confirmed the faulty tactical and technical condition of the PTRC.
On the basis of the evidence collected, the SBU investigators were informed by the extolist of the Department of the Ministry of Defense, the former head of the contractor company, and his deputy about suspicion under three articles of the Criminal Code:
- Part 2 of Art. 114-1 (“obstruction of the legitimate activity of the Armed Forces and other military formations, which led to grave consequences”);
- Part 5 of Art. 191 (“appropriation, misappropriation of property or seizure by abuse of office”);
- Part 2 of Art. 366 (“Service forgery that has led to grave consequences”).
The persons are threatened with up to 15 years in prison with confiscation of property.
