Meanwhile, another problem is looming on the horizon: the mechanism of carbon adjustment on the EU border (CBAM), which must come into force next year. If its action spreads to Ukraine, the losses for the economy will be very significant. However, as it became known, the European Commission is ready to delay Swam for Ukraine – but only if the government has sent an official request that is still not present, writes the German edition of Tagesspiegel.

“CBAM aims to compare the conditions of play between European producers and importers from other countries. It can be a significant additional burden for the already strongly weakened Ukrainian economy,” the publication says.

According to him, Ukrainian metallurgy, fertilizer production, energy and chemical industry are most affected by SVAM, while the cement industry is generally threatened by the actual collapse.

“Due to the lack of effective emissions system, Ukrainian manufacturers are forced to buy CBAM certificates, which significantly increases production costs and reduces their competitiveness in the European market. The prospects for fertilizers, especially from the ammonia group, are also gloomy,” – says Tagesspiegel.

Given the very difficult situation of the Ukrainian heavy industry, the Ukrainian Union of Industrialists and Entrepreneurs (USPP) recently called on European institutions to create a transitional regime or give Ukraine special status because of martial law and lack of resources – CBAM should not be an additional obstacle to trade, indicates the publication.

“Ukraine protects not only itself but also the safety of all of Europe. Support should be comprehensive – political, economic and security,” said USpp President Anatoly Kinakh. At the same time, Ukrainian experts have called for Ukrainian companies the same access to EU decarbonization as European companies.

“The European Commission seems to recognize this. According to Carbon Pulse, it is ready to postpone the full implementation of CBAM for Ukraine by February 1, 2027. This procedure requires an official request from Ukraine under Article 30.7 of the CBAM Regulation, which allows exceptions in cases of force majeure. confirmed that the Cabinet of Ministers prepares a corresponding request for delaying the European Commission – when it is submitted, it is still unknown, ” – summarizes the newspaper.
