This is the first similar solution for Ukraine, reported in the NGO “Insight”.
In June 2024, Zoryana Kisya diplomat was appointed the first secretary of the Ukrainian Embassy in Israel. The position assumed that he should go on a long -term business trip abroad.
Zoryan wanted to take with him as the husband of his partner Timur Levchuk, but he was denied the Ministry of Foreign Affairs of Ukraine. The department referred to national legislation, which defines only the union of women and husband.
So Zoryan Kys went to court to recognize the actual marriage relationship between him and Timur Levchuk – living with one family without official legalization.
The application to the Desnyansk Court was filed in September 2024, but then the proceedings were refused to open. The case came to the Supreme Court, which obliged the first instance to open the proceedings.
The Desnansky Court did this on May 7, 2025, and already June 10 made a decision to establish The fact of cohabitation with one family is actual marriage.

The proof of marital relations was that Zoryan and Timur have lived with 2013. In addition, in 2017, they held a wedding ceremony in Ukraine, and in 2021-made an official marriage in the United States.
The court relied on the Constitution, as well as the practice of the European Court of Human Rights, in particular in the case of Ukraine.
“This decision creates an important precedent in the case of legal recognition of same -sex relations in Ukraine. Against the backdrop of the absence of legally enshrined institutions (registered partnerships or marriages), judicial recognition of the fact of family relations is now the only instrument of protecting the rights of such couples”– said in Insight.
How did the couple react to a court decision? The court’s decision surprised the partners.
“Frankly speaking, we did not expect the court to recognize the existence of actual marriage relations between us”– said Zoryan Kis.
Moreover, the surprise for partners was that in a decision to describe their relationships used the wording “being connected by a common life, which is based on a common budget, feelings of mutual respect and mutual respect and love for each other“.
“At least now no one can doubt the sincerity of our feelings – we really love each other”– Zoryan emphasizes.

He noted that the court’s decision would come into force on July 10, so the couple is in no hurry to talk about how it will affect their spouses. At the same time, Kis believes that in the near future the Ministry of Foreign Affairs will face “crazy pressure” by representatives of conservative circles.
“For us, this decision is a great step forward in our struggle for the right to be ourselves. We are sure that it will be support for thousands of other single -sex couples in Ukraine, in particular – for those where both partners/partners are at war for the right of Ukraine to be themselves […]
Although it is a really unprecedented, historical decision of the Ukrainian court, it will not replace the necessary legislation on civil partnerships.
NGO “Posature”, the founders of which we are, along with the MPs, prepared the relevant bill No. 9103, But now, unfortunately, “no political will” for its adoption “– Zoryan summed up.

What is known about Zoryan and Timur’s spouses? The love story of Star Kisia and Timur Levchenko It began In 2012, when the men got acquainted with the discussions about LGBT in Kiev. They told that they were the only ones who spoke Ukrainian.
After six months of correspondence, Zoryan visited Timur with a box of markers – the latter complained that he had nothing to draw a campaign poster.
“True, later we found that no marker from that box writes. But the gesture was still beautiful”Timur recalled.
After the beginning of a romantic relationship, men became almost the most open gay para in Ukraine. After four years of life together, Zoryan and Timur were unofficially got together, but promised to register a marriage in Ukraine as soon as it becomes possible, reported Radio Liberty.
Zoryan Kis confesses that the partners later decided to “roll their media”. The man explained that at first the public attention added energy to them, but later began to harm their relationship.
”However, as they say in our environment, former activists do not happen, and we again had to “beat their heads in the wall” to be happy “– Zoryan shared.
