The government proposes to increase the minimum pension next year

The project of the budget declaration for 2026-2028 provides an increase in the subsistence minimum for disabled persons (minimum retirement) from UAH 2 361 to UAH 2 564. The project of the budget declaration for 2026-2028 provides an increase in the subsistence minimum for disabled persons (minimum retirement) from UAH 2 361 to UAH 2 564.

This is stated in the Resolution of the Cabinet of Ministers of Ukraine No. 774 of June 27, 2025, published on the Government Portal.

Thus, according to the budget declaration, the estimated subsistence levels for persons who have lost their ability to work are proposed to be set at the level: in 2026 – UAH 2 564, in 2027 – UAH 2 715, in 2028 – 2 859 UAH.

In 2025, in accordance with the Law on the State Budget for 2025, the subsistence minimum for persons who have lost their capacity (the minimum age pension) is UAH 2 361.

The document also refers to the annual pensions indexation of pensions and take measures to introduce pension reform, in particular, to create the necessary prerequisites for the introduction of the second level of the pension system.

In addition, the government proposes to increase the minimum wage from January 1, 2026 from existing 8 000 UAH to 8 688 UAH. In 2027 it is proposed to increase this figure to 9 374 UAH, in 2028 – to 10 059 UAH.

The average pension in Ukraine on April 1, 2025 was UAH 6 341.11, which is UAH 552.06, or 9.5%, more than January 1, 2025.
