Details: Given the systematicity of the Hungarian leader, the rest of the capitals continued the practice of making decisions in the format “EU minus Hungary”. The decision was found to be “solid support” of the remaining 26 countries, the European Council reported.

All EU countries, except Hungary, say that the European Council “confirms the inalienable right of Ukraine to choose its own” and “adamantly supports Ukraine’s path to EU membership.” They also praised the pace of reforms related to the entry process and greeted “significant progress”
An important element was the decision of 26 States to call Ukraine and the European Commission “to intensify work on entry”
Also, all EU members, except Hungary, agreed to take note of the “assessment of the commission that Ukraine is ready to open the cluster of the foundation”. However, the formal opening of cluster negotiations requires the unanimous consent of all 27 EU members.
