Contradictory episodes in a career

Alexander Tsinsky has been repeatedly called a professional. However, his biography has several resonant episodes that have attracted the attention of the public. Some of them raised doubts about the candidate’s integrity. Here are the main cases related to its activities that have become the subject of public discussion.

  • The collapse of the case of Ternopil prosecutors (2020). In August 2020, the court returned an indictment in a high -profile case No. 52016000000000003 concerning the officials of the Prosecutor’s Office of Ternopil region. The reason was the violation of the rules of the Criminal Procedure Code. Information appeared that Alexander Tsivinsky could have been involved in this failure. After the prosecution was re -qualified, he, as an investigator, seems to have not provided timely familiarization of the suspects with the new case files. In addition, he did not apply to the court to determine the deadline for this process. All this led to delaying the consideration and actual inhibition of the case.
  • Conflict of interest through housing lease. Starting in 2021, Alexander Tsyvinsky He rented the apartment An area of 44 square meters with his colleague – NABU detective Alexander Rykovtsev. This fact has caused anxiety among the anti -corruption community. It was about the existence of financial relations between two employees of the same anti -corruption body.

Competition for the post of head of the Bab: Selection and Scandals

The vacancy of the Director of the Bureau of Economic Security has aroused great interest in both Ukraine and international partners. The competition lasted since the beginning of 2023 and was not easy. On the one hand, formal procedures were followed, and on the other, there were attempts to delay or disrupt the process.

In March 2025, applicants made up a test for general abilities. Oleksandr Tsivinsky entered the top five.

In May, all candidates were inspected by state bodies, including the SBU. No violations were detected, so the competition continued and reached the final stage in the format of interviews.

In June, the Security Service of Ukraine provided information that part of the candidates for the post of head of Beb have close relatives living in the Russian Federation. Among them was Alexander Tsin. Representatives of the Ukrainian part of the competition commission insisted on carrying out additional inspection of such candidates, which led to a delay in the final stage.

On June 9, an event took place, which many regarded as an attempt to disrupt the competition. Three of the six members of the commission delegated to the government did not appear at the meeting. Due to the lack of quorum, the interview failed.

Martin Boguslavets, Head of the Bride Anti -Corruption Center, stated that it was a conscious disruption. According to her, in this way, the President’s office tried to interfere with the competition and influence its results. The non -appearance concerned representatives from the Ministry of Internal Affairs, the Ministry of Economy and the Ministry of Finance.

The interviewing situation has caused severe concern to international partners. Ukraine has undertaken to hold a transparent and fair competition for the post of head of the Bab before the International Monetary Fund and the G7 countries. Tightening the final stage could jeopardize the multibillion -dollar aid, which is envisaged by the IMF program.

Following the intervention of the People’s Deputies and representatives of the diplomatic corps, the decision was made as soon as possible to renew the competition.

On June 24, the commission gathered again and held a final vote. Alexander Tsivinsky’s candidacy supported All three representatives from international organizations. Its competitors (Mikhail Burtova and Oleg Borisenko) received three votes from the Ukrainian members of the commission.

According to the procedure, the winner is the one who gained the highest number of votes. That is why the commission officially declared the winner of Alexander Tsinsky.

Selection results and prospects

The government now has up to ten days to make a final decision on the appointment of Tsin. People’s Deputy Yaroslav Zheleznyak reported that the next government meeting was scheduled for Wednesday, June 25, 2025. It is then that the appointment of the head of the Beb can be made to the agenda. If the Cabinet supports the submission of the commission, Alexander Tsvinsky will officially become the director of the Bureau of Economic Security.

The appointment of a new head of Bab is of particular importance, because this body has been working for over a year without a permanent head. We will remind that in April 2023 the first director of the Bureau, Vadim Melnyk, left the position at his own request. After that, the duties of the manager were performed by temporarily appointed officials.

Lack of stable leadership adversely affected on the efficiency of the Beb. The Ambassadors of the Great Seven have repeatedly emphasized the Ukrainian authorities on the need to restart the bureau. They called for an open and transparent competition for the position of director. In 2024, the Verkhovna Rada even adopted a separate bill that envisaged Babe reform and updating the principles of his work.

In the conditions of war and economic instability, the Babs are expected to fight corruption and shadow schemes. Tsivinsky should now prove that he is able to work independently and in principle.
