The Verkhovna Rada registered the Bill No. 13407 “On Amendments to Certain Laws of Ukraine on Improving the Procedure for Appointment or election to positions, dismissal from positions of some officials, expressing distrust of the Prosecutor General in cases stipulated by the Constitution and laws of Ukraine”. This will allow Denis Schmigal to be released from the premiere of the Prime Minister.

MP from the Voice faction and the author of the bill Yaroslav Zheleznyak reported that amend Article 10 of the Law of Ukraine on this legal regime should be amended to change the prime minister during martial law. This article prohibits the termination of the powers of the authorities and other state bodies during the martial law.
In addition, the Ukrainian legislation poorly prescribed the process of release and appointment of the government, because during the time of Viktor Yanukovych he was removed from the regulation.
In addition to changing Article 10, the Bill proposes:
- The proposal to the President on the prime minister must be signed by members of the coalition of deputy factions;
- add motivational letters and a program of activity to the prime ministers and ministers;
- The candidate for the post of Prime Minister or Minister on the proposal of one or several factions meets them;
- The Prime Minister submits candidates to the Cabinet of Ministers in accordance with the proposals provided by a coalition of deputy factions in the Verkhovna Rada (the exception is the ministers of defense and foreign affairs submitted by the President);
- Reports on the implementation of the Government Program, on the implementation of the budget and the implementation of national programs are added to the CMU resignation;
- The prime minister’s resignation takes place after receiving the opinion of the VRU Committee on Budget issues and proposals of the Accounting Chamber;
- The President is given 15 days after receiving a coalition proposal for the submission of the prime minister;
- when appointing the Cabinet members, the right is granted questions for each of the members of the government;
- At least two factions or voting groups may be carried out in relation to individual CMU members, not a package for all at once;
- The Council may consider extraordinary reports of the Prosecutor General, the State Bureau of Investigation, the State Property Fund and the Antimonopoly Committee;
- non -recognition of work satisfactory for two consecutive years is the basis for considering the issue of distrust;
- exclusion of the provision on the inability to terminate the Cabinet’s powers during the period of martial law
Earlier, MPs from the “servant of the people” began to send a message asking to be ready for an extraordinary session of the Verkhovna Rada on July 7-8. According to the People’s Deputy Alexei Goncharenko, it is a possible change of the Prime Minister.
