According to the investigation, the criminal organization was created by the head of the largest group of suppliers of medical equipment in Ukraine. It consisted of representatives of some companies and employees of NIR, in particular at that time the acting director of the institution.
Together, the participants of the scheme arranged an out -of -competitive victory of the required companies on public purchases for the purchase of medical equipment for cancer patients.
“ It was about determining the NIR budget manager, establishing full control over the procurement process, conducting a formal (apparent) analysis of the medical equipment market, creating conditions for rejection of proposals of uncontrolled tender participants, ” – – explained in NABU.

The cost of goods in some places was artificially increased by 50% of the initial price to take possession of a larger amount. In particular, foreign companies were used.
In total, during 2021-2022, during the procurement for NI, the participants of the scheme took possession of budget funds worth more than UAH 231 million.
Six members of the group, in particular at that time for two officials and acting director of the NIR, reported suspicions of creation, management of a criminal community or criminal organization, as well as participation in it. In addition, it is about misappropriation, misappropriation of property or seizure by abuse of office.
The evidence for the investigation was received in particular by the 12th countries of the world, which have been involved in international cooperation. The investigation is ongoing, law enforcement officers establish others involved in the crime.
