Details: Joining the EU roaming will allow Ukrainians to use Ukrainian mobile numbers for calls, SMS and mobile Internet in all 27 EU countries at no additional cost. EU citizens traveling in Ukraine will receive the same conditions.

“We want Ukrainian citizens to be in touch with their relatives in the EU and at home. Therefore, we propose to join Ukraine to our roaming family. This is another testimony to our adamant support for Ukraine and its citizens,” – said the President of the European Commission of Ursula Fon Der Len.
In practice, this will mean that travelers from Ukraine in EU countries and EU citizens in Ukraine will be able to use mobile communication at the tariffs of their home operators – without additional payments.
This applies to calls, text messages and mobile Internet.
It is also stipulated that the quality of communication and speed of the Internet will remain the same as at home, and access to emergency services will be free of charge.
In addition, the current agreement between Ukraine and the EU communication operators will be extended until December 31, 2025. This will ensure the continuity of favorable conditions for both parties until the official accession of Ukraine to the EU roaming zone.
The European Commission has submitted a proposal to the EU Council. In case of its adoption, Ukraine will formally join the European Roming Zone from January 1, 2026.
This will give sufficient time to technical training by operators both in Ukraine and in the EU.
Recall:
- On June 6, the European Commission received a final official notification from Ukraine about the completion of all the necessary legislative procedures for joining the EU roaming zone.
- This happened after President Volodymyr Zelenskyy signed the Law of Ukraine “On Amendments to Certain Laws of Ukraine on Implementation of the Legislation of the Legislation of the European Union on Electronic Communications” (Reg. No. 12150).
