The Ministry of Finance of Ukraine develops a budget declaration, which defines the basic principles of budget policy and key indicators, such as economic growth forecasts, budget deficits. The document shall be approved by the Cabinet of Ministers no later than June 1, which precedes the planned, and shall be submitted together with the financial and economic justification to the Verkhovna Rada within three days.
