IN NABU reported that Stepanov demanded a “rollback” at a French companywhich one time developed these protective elements and used them in the production of thLogram for forms of Ukrainian documents. In exchange for this, the company was able to supply its products to the state enterprise. Supply was carried out through the control of the Stepan gasket in Estonia. She purchased materials at a market price and resold them 4-6 times more expensive.
In addition, the Estonian company was registered copyright, and the design fee was put in the price at which the products were supplied. Thus, even after the release of Stepanov from the post of head of the polygraph plant and the appointment of a new management of the SE, the Estonian company received royalties.
During 2018-2021, about 7 million euros of royalties were received in the accounts of the Estonian company, which the suspect later legalized through the controlled offshore companies. Part of the money ($ 124 790) came to the account of his daughter.
Maxim Stepanov from March 30, 2020 to May 18, 2021 was the Minister of Health in the Denis Shmigal Government. In 2011-2016, Maxim Stepanov headed the state-owned enterprise “Polygraph Combine”.
In July 2023, Stepanov became involved in NABU’s criminal proceedings about schemes in the polygraph plant “Ukraine”, and in September of that year he was arrested in absentia.
It should be noted that Stepanov also got into scandals at the time when the Ministry of Health (2020-2021) headed. However, then it eventually closed the criminal proceedings on the possible purchase of COVID-19 vaccines at inflated prices.
