They are all part of the Armed Forces of Russia. EU restrictive measures against the use and spread of chemical weapons now cover a total of 25 people and six organizations.
Such a decision was made on the basis of reports published by the organization from the ban on chemical weapons (OPSHZ) in November 2024 and February 2025.
The statement emphasized that these reports confirm the presence of means for suppression of unrest, in particular the chemical of CS (2-chlorobenzalmalonitril) and related compounds in samples collected on the front line in Ukraine.
Literally: “These substances were used by Russian troops as a method of fighting, which is a violation of the Convention on the Prohibition of Chemical Weapons, which is a participant in Russia.”
Details: The EU Council stressed that Russia did not provide any reliable explanation for the widely documented use of such substances.

Prehistory:
- In October, Britain imposed sanctions against three Russian institutions and one individual in connection with Russian military chemical weapons against Ukraine.
- On May 20, the EU approved a new package of sanctions against Russia, which became 17 after the start of a full -scale invasion of Ukraine. The package will affect almost 200 vessels of the “shadow fleet” of Russia, as well as new measures concern hybrid threats and human rights.
- The 18th Package of Sanctions against Russia, which has already been started in the EU, may contain restrictions on banks of states from outside the European Union, which support the Russian defense industry and the army.
