On May 19, new rules for carrying out mandatory technical control (OTC) of vehicles have begun in Ukraine. New rules are introducing reinforced control, mandatory photo fixation of each stage and significantly increased tariffs.
The corresponding changes were approved by the Cabinet of Ministers Resolution No. 286 of March 4, 2025, according to the text of the resolution.
According to the resolution, the inspection procedure will be as transparent as possible and will not leave a chance for abuse or fictitious documents.
Video fixation will be required and will be carried out during the whole process of checking the design and technical condition of the car. Photo – on all sides of the car with the headlights on, “accident”, etc., and the image should provide the ability to determine the brand, color, license plates of the car;
Inside the car will take mandatory photos of the odometer, tachograph (if any), additional pedals (for training cars). Photo quality: without editing, car – 70% of the frame, date – will be displayed automatically. Photos of brake tests, smokiness, printing photos on the protocol are no longer required.
In addition, the resolution applies only to those categories of vehicles that are already subject to mandatory inspection.
Another innovation is the ability to photograph not only the odometer but also the tachograph, if the vehicle. Moreover, in this case, images of the enabled tachographer and the sign of check of its adaptation are required.
For training cars, the description will be simplified, now you will not need to indicate each management element separately – the general fixation of all additional pedals and mirrors for the instructor.
Regarding buses of the categories of M2 and M3, the requirements have not changed – as before, it will be necessary to fix the salon with seats for passengers (without the driver’s place). But there was a new option: at the request of the customer there is an additional check of buses, which are planned to be used on public routes – urban, suburban, long -distance and international.
Do not pass the Techoglad, according to the resolution, can pass car, trailers/semi -trailers (except taxi and cars used for transportation) – regardless of the year of production, as well as cars used for transportation, trucks to 3.5 tons of cargoes. Also included in the list were motorcycles, mopeds, motor -cards and the like, equivalent to them, regardless of the year of issue.
The decree canceled the fixation of the results of the brake tests on the stand, photographing the content of CO, CH and smokiness in the exhaust, printing a photo on the reverse of the protocol.
The cost of inspection for cars and trucks to 3.5 tons will increase from 1050 to 1700 UAH, for buses and trucks more than 3.5 tons – from 1500 to 2300 UAH, for trailers and motorcycles – growth up to 2300 UAH depending on the category.
The service of the MSTT mark (International Certificate of Inspect) – from 300 to 500 UAH will also be increased separately.
Checking and adaptation of digital tachographs will cost from 1200 to 1600 UAH, read data from the driver cards from 100 to 150 UAH, and reading from the tachographs themselves from 250 to 300 UAH.
In the absence of a thosmot or his violation, punished:

from 340 UAH for lack of maintenance at the first stop up to 17 thousand UAH for a second violation.

Deprivation of the right of control: from 3 to 6 months

Administrative arrest: 5 to 10 days
Earlier in Ukraine, the process of technical inspection of vehicles was restored. In the future, technical control may be accompanied by video fixation.
