According to her report, she was approached by parents of students, including servicemen, with a complaint against the head of the school. According to them, the director consistently ignored the requirements of using the state language at work, explaining it with its own convenience. She communicated with Russian with students, parents and colleagues, as well as during the activities held in the institution. The parents provided video evidence of this.
Nadezhda Leshchyk stressed that in accordance with Article 26, paragraph 26 of the Law of Ukraine “On Education”, only a person who is fluent in the state language can be the head of the educational institution. In this regard, the Ombudsman appealed to the founder of the school to confirm the appropriate level of language proficiency.
The educational management body reported that the school had passed to its subordination in January 2021, and then the director recommended to confirm the knowledge of the Ukrainian. However, by April 2025, she never provided a state certificate. During the April certification, its inconsistency was established. As a result, the director was dismissed by the order of the head of the educational management body.
The educational Ombudsman emphasized that the Ukrainian language as a state language is a compulsory means of communication in public spheres, including education. This is provided by the Law of Ukraine “On Ensuring the Functioning of the Ukrainian Language as State”.
