The International Register of Losses caused by Russia’s aggression against Ukraine (RD4U) has received more than 27.5 thousand applications. They are registered in different categories.
This was announced on Wednesday, May 7, by the DW commentary by the Executive Director of the Register Markian Klyuchkovsky.
“Speaking of statements, today about 27.5 thousand have already been submitted in different categories. Most of all, it is the one that is open for the longest time – about the destruction of housing. This is a material category where we allow applicants to estimate the amount of their losses. We see that in this category the average size of the application is about 60-62 thousand euros, ”Klyuchkovsky said.
Thus, the total cost of the losses recorded in these statements already reaches the amount of about one billion euros.
In other categories that are not material, applicants are not asked to evaluate their losses, Klyuchkovsky said.
“We understand that the loss of life is not estimated whether the disappearance is missing or any other things. An assessment of how to determine the amount of compensation in such statements will be done by the future compensation commission, which will consider them on the merits, ”he explained.
There were no payments yet, because the compensatory mechanism has not been created, Klyuchkovsky emphasizes.
It is impossible to predict when payments may be predicted, however, according to the official, they must be in the future.
“Of course, history knows examples where children and even grandchildren of the victims received payments. But, of course, the main task is that these reparations are effective. We are talking about years. Of course, it is not about months, but years. We hope it will not start in 10 years, rather a year, two, three, maybe five, ”he explained.
According to the Executive Director of the Register, much depends on the political and geopolitical situation.
Next week in Hague, he said, there will be a second round of formal negotiations.
“The road map of this process involves its conclusion by the end of next year. Next, we will wait for ratification and hope that in 2026 it will come into force, and, accordingly, the commission will start working, ”the official said.
