Intelligence reports that in the framework of the reform of the Armed Forces of the Russian Federation in 2024 the Western military district bordering on Latvia was reorganized – Leningrad and Moscow military districts were created instead. Formally, Russia’s response to Finland and Sweden’s accession to NATO, explains MIDD.

MIDD also notes that in parallel with the war in Ukraine, Russia, at least formally, began the formation of new units and reorganization of existing in accordance with the stated plan of the Armed Forces reform.

For example, a new army corps has been established in Karelia, and two motorized rifles that are part of the 6th All-Military Army and are located closest to Latvia will be transformed into a division. The Baltic Fleet Marine Brigade, located in the Kaliningrad Anclav, will also be transformed into a division.

The intelligence report emphasizes that the creation or expansion of new units does not yet mean a real increase in military force near the borders of Latvia, since most of the Russian military resources are still referred to the war in Ukraine.

The report also states that after a full-scale invasion of Ukraine in the Armed Forces of the Russian Federation is limited not only strategic but also operational and tactical exercises, probably due to lack of staff and military equipment.

This year, Russia and Belarus are planning to conduct joint strategic training “West-2025”, which must mainly go through in Belarus. However, the scale of the exercises and the territory they cover will largely depend on the course of Russia’s war against Ukraine, the service notes.

At the same time, the service emphasizes that in the current environment, Russia has no opportunity for another strategic level.
