About it writes NAPC with reference to the data of several sociological research in the EU and Ukraine. They indicate that only 9.7% of citizens and 17.2% of business representatives reported corruption in Ukraine, although they were willing to expose corrupt officials a little more respondents – 12.3% of citizens and 21.3% of businesses. Why so little? According to the study of the European Commission:
93% of respondents are afraid of legal consequences;
92% – financial;
86% are likely reputational losses.
In Ukraine, the psychological barrier of exposure has long been formed by the Soviet narrative of “knocking”, which was deepened by the fear of condemnation by colleagues and acquaintances and fear of suffering negative consequences after the message. At the same time, in 2024 the public support of the accusers reached a historical maximum – more than 74%.
Dimpesticity of the justice and law enforcement system: 78% of the respondents of the EC study that their messages will not lead to real changes. These trends are also confirmed by Eurobarometer data: 28% of respondents are convinced of the futility of corruption reports due to lack of punishment for the perpetrators, another 28% have declared improper protection for persons who make such reports.
The absence of measures taken to offenders and lack of confidence in the effectiveness of the channels calls the causes of the silence of the accusers and every 8th respondent of Prting’s study.
The difficulty of proving offenses and lack of knowledge of reports: 86% of Europeans are convinced that it will be too difficult to prove a threat to public interests, and 84% do not know where to go (European Commission research).
The complexity of proving corruption is the main reason for its silence in 23 EU Member States. Indicators range from 60% in Finland to 29% in Romania.
Another good reason is the ignorance of the message channels (43 % of respondents). This indicator also varies between countries: the highest awareness – in Malta and Slovenia (63 and 60%, respectively), the lowest in Romania and Belgium (28%) and Poland (32%). (Eurobarometer)

Lack of trust in management: 43% of EU private sector employees did not report them known to them. The main reasons are distrust of management (28%) and fear of losing work (27%) (DONDE research).
“Overcoming all these obstacles requires a comprehensive approach, which includes increased legal protection of reveals, raising public awareness of their rights, raising confidence in institutions and using digital technologies to create safe channels of revelation messages,” the NAPC points out.
Meanwhile, Ukrainians believe that corruption in the country has increased significantly. Thus, if in 2023 it was considered a very common 43% of citizens, then in 2024 it is considered 60%.
