This was stated in an interview with Public Ombudsman on the issues of missing persons in special circumstances Arthur Dobroshdodov.
“There are more than 60 thousand people in the wanted. About 10,000, there is a confirmation that they are captured. It is said about official confirmation – from the aggressor country through the International Committee of the Red Cross (ICCH) – as well as unofficial, ”Dobrodydo said.
He specified that unofficial sources of information were the testimony of those who returned from captivity, as well as the search for Osint. In particular, some Russian military publishes information on the network on the basis of which the fact of the stay of specific Ukrainians in captivity is confirmed. So it was possible to install more than one and a half thousand missing persons.
In this case, the official source of information is confirmation through the Red Cross channels.
Goodness explained that the exclusion from the register of missing persons occurs only in compliance with one of the two conditions. The first – a person is released and located either in the territory under the control of the Government of Ukraine, or in the country with which Ukraine has international legal agreements.
The second – law enforcement agencies make a legal decision that the found body was identified as a person who was previously considered missing.
Earlier, the Commissioner for missing Arthur Dobrodydov explained that information was predominantly about the persons who disappeared in the war zone or in the occupied territories of Ukraine. In addition, it also records the disappearance of people due to natural or man -made emergencies.
