Ex-Bankir Mykola Lagun, who, more than ten years ago, was brought to bankruptcy by the second largest bank in the country-Delta Bank, and is now hiding from Ukrainian justice in Vienna-has decided to sell its own assets. In Ukraine, a number of companies owned by the land in Kyiv, Ivano-Frankivsk, Chernihiv regions, as well as in occupied Crimea, corporate rights in the municipal enterprises of Chernihiv and Kyiv regions are owned in Ukraine.
Despite the fact that the total amount of losses caused by the lagoon to the state of Ukraine, in the person of the National Bank, the Deposit Guarantee Fund of Individuals, Savings Bank and Ukreximbank is measured by tens of billions of hryvnias, these assets have long gone unnoticed by law enforcement agencies. Only some of the plots are arrested in local economic and criminal cases that do not cover the total range of lagoon abuse. The most valuable assets are in “free circulation” and are in fact “spare parachute” for the ex-Bankir. It seems that right now he began to sell some of these assets.
Land for the treasurer
In February 2025, according to the YouControl system, the owner of Chernihrad LLC and Borodyaninvestmen LLC changed in the state registers. The first belongs to 63 hectares of land in the Chernihiv region, the second – more than 100 hectares in Borodyanka. 24 out of 56 Chernihiv areas appear in court cases, in Borodyanka such a plot is one.
Instead of Kua Sky Capital Management LLC, managed by Laguna manager Vadim Sergienko, the two specified companies went under the management of Alexei Mykolenko and a freshly created LLC Terrachab. Alexei is the son of Petro Mykolenko, the former head of the State Treasury in the Kiev region, a long head of the Regional Department of the Accounting Chamber in Kiev, region and adjacent regions. Another son of Mykolenko Sr.-Sergey-has been headed by the Nikolaev customs from 2021.
Alexey himself is a former manager of the Russian Pay-Mi Payment Startup, which he developed in Ukraine until 2022. In addition, in the early 2010s he headed the Treasury of the Solomian district of Kiev. However, the most interesting person in the context of the purchase of land for construction is Alexei’s mother – and the wife of Petro Petrovich – Tatiana Mykolenko. It has been associated with the construction business since the mid-2000s. In particular, it is the founder of Bud-Register, related to a number of facilities for the production of building materials. Until recently, Alexei Mykolenko himself was a shareholder of the Petrikov plant of wall materials and construction (brick producer in the Kiev region). Therefore, the interest of such a family in the land near Kiev is quite clear. However, it is likely that Mykolenka is not the final owners of the asset, since they currently have neither large (neither any other existing) construction projects nor public experience of their implementation in the past.
But about the one who can really stand on the purchase of lacquer pieces of land near Kiev, already actively speak in the sidelines of narrow -profile construction events. It is an interest in Lagun’s objects by the ex-first deputy chairman of the Kyiv Regional Administration, ex-deputy minister of regional development and construction, President of the Confederation of Builders of Ukraine Leo Parshaladze. There is no direct confirmation of any degree of corporate or personal connection between him and the Mykolenko family (except that Mykolenko-Sr. was headed by the Accounting Chamber in the Kiev region, when Partskhaladze was one of the heads of the RSA). However, such an interesting project as a new housing construction in Borodyanka would not be overlooked by his attention.

As early as 2023, Partskhaladze participated in the forum for the restoration of the village under the occupation at the beginning of a full -scale invasion. In the Irpin region, which includes Borodyanka, the representation of the Confederation of Builders is headed by the odious ex-mayor of Irpen and an aggressive developer, a number of criminal proceedings, Vladimir Karplyuk. Therefore, it is possible that he will continue his expansion to neighboring settlements on the units with the head of the CUB.

However, there are also some of the assets of Laguna, which – according to market participants – interests Leo Partskhaladze and his companies. It is the land of LLC “Grad Free” and LLC “Bilgrad” in another suburbs of the capital – Belgorod. According to YouControl, the companies are now owned by LLC Group LLC Laguna Gennady Lytvyn, and the already mentioned LLC “Kua Sky Capital Management” by Sergienko. Bilgrad owns 17 hectares for construction in Belgorod, they all appear in court cases. In particular, it is a conflict of Laguna with OMOX LLC (developer of the village of Kyiv region), to which the ex-Bankir transferred 115 hectares for indefinite use at the expense of payment of debt in the amount of more than $ 2 million. Similarly, out of 116 hectares of land, which is owned by “free”, almost 100 hectares – are under various prohibitions and arrests. In particular, some of the sites have been encumbered since 2021, when the Commercial Court of Kyiv has arrested them with a ban on disposing of the said property right. The reason for the arrest was the preservation of material evidence (paragraph 1 of Part 2 of Article 170 of the CPC of Ukraine) in criminal proceedings №420211112200000020 dated 06.05.2021, on the grounds of the crime provided for in Part 2 of Article 190 of the Criminal Code of Ukraine – a criminal case for theft of a lagoban of money. However, since the agreement is likely to be a batch, a potential buyer, it is quite possible that such a state of affairs is quite suitable.
It can be assumed that Partskhaladze or his entourage is interested not only in the land, but also the entire Vilne LCD project, the data of which have already been published on profile sites for the sale of real estate as a “promising” object despite the fact that the reviews of it are dated 2021. However, the first applicants for such objects should be state structures. And the conclusion of commercial agreements aimed at withdrawing assets from arrest-should be regarded as a counteraction to justice and the intention of complicity in theft of taxpayers. The only one whose Partskhaladze or any other buyer could buy lagoon land and his entourage is the State Agency for Investigation and Assets Management, where these allotments should be transferred for management and preservation, and, if necessary, the auction to cover the losses caused by the ex-owner.
The reaction of Savings Bank and Ukreximbank to such a possible agreement of companies with the surroundings of Partskhaladze, especially their credit departments, which form applications for the expansion of credit lines for such companies, should also be interesting. Internal audit services should pay attention to the fact that such credit lines are not aimed at buying land, through which the same banks will lose their funds, which are now trying to recover from Lagun and his managers.

The sale of assets that Mykola Lagun arranged is not just another equipment of a fugitive banker, but a candid alarm signal. If the state bodies and institutions continue to watch silently as its land goes to other hands, tomorrow, these assets will be in “legal” circulation – with new cadastral numbers, new facades and ready for construction. This should be a alarming call for both law enforcement agencies and banks trying to regain lost billions. And exactly-a warning for business: any participation in such schemes is not an investment, but a complicity in the withdrawal of assets that should cover the losses caused by the state.
