In view of thatthat the United States provided considerable financial and financial support to Ukraine since the full -scale invasion of Russia into Ukraine in February 2022;
In view of thatthat the American people want to invest together with the Ukrainian people in a free, sovereign and safe Ukraine;
In view of thatthat the United States and Ukraine seek a long peace in Ukraine and a strong partnership between their peoples and governments;
In view of thatthat the United States of America and Ukraine recognize Ukraine’s contribution to strengthening international peace and security through voluntary abandonment of the third largest nuclear arsenal in the world;
In view of thatthat the United States and Ukraine intends to create an investment fund for rebuilding as part of an economic partnership between two peoples and governments;
In view of thatthat the United States and Ukraine conducted productive technical discussions in Washington, the District of Columbia, recently, from April 11 to April 12, 2025, to complete the negotiations on the investment fund for reconstruction;
In view of thatthat the United States respects Ukraine’s intention to avoid conflicts in the development of an agreement with its obligations within the framework of joining the European Union or agreements with international financial institutions and other official creditors;
In view of thatWithout harm to any residual political or legal procedures necessary for the completion of the arrangements, Prime Minister of Ukraine Shmigal will visit Washington, District of Columbia, for the week of April 21, 2025, to meet with the US Finance Minister, and to provide support at the highest level of development.
