This was stated by a spokesman for the Ministry of Foreign Affairs of Ukraine Georgy Tykhy, commenting on the media about the alleged preparation of such a meeting:

Then in Moscow it was said that they would only agree on this after the withdrawal of sanctions from Russian financial institutions, including “Rosselgobank”. In talking to journalists, US President Donald Trump said he would consider the Kremlin’s demands.
Yesterday, CNN Türk reported that Ukrainian and Russian delegations will arrive in Ankara on April 15-16.
