New details of thefts in the Defense Ministry
The fact that officials from the Ministry of Defense, together with private “deals”, stolen, giving the normal food of servicemen, the investigative journalists declared almost 2 years ago. NABU and SAP have now agreed to these suspicions. The right -handed scheme exposed the scheme because of which the attackers extracted UAH 733 million from the financing of the Armed Forces. And this is during a full -scale invasion of Russia, when the military is constantly lack of funds and urging Ukrainians to do.
Therefore, law enforcement officers officially reported suspicion of abuse:
former head of the Department of the Ministry of Defense of Ukraine;
owners of related suppliers;
two managers of suppliers;
to an individual.
The names were not named, but as reported by the media, the supplier of food Tatiana Glinyana, several heads of enterprises, an exchanger of the Department of Defense for Material Support of the Armed Forces Bogdan Khmelnitsky.

The investigation found that in 2022-2023 the army provided food through the purchase of products. They were ordered by a catalog with 409 names. Only 10% of it were the main products – vegetables, cereals, meat, water. Other products, such as spices, gelatin or berries, have hardly ordered.
The price of a product set, took into account the entire range of the catalog, and was their average cost. Which allowed suppliers to manipulate prices. So, they were overstated by basic products and reduced to low -lived, for example, because of seasonality.
“At first glance, there were no violations, and the price of the kit did not change. However, the potatoes supplied by thousands of tons were sold three -year, and seasonal berries and fruits that were almost not ordered were worth a penny, ”NABU said.
But, perhaps, the most interesting evidence in these frauds is intercepted conversations of suspects in theft. They were also published by law enforcement. The cherries discussed how to replace food prices for servicemen for anything to be cheaper. It is about beef stew and lard, which were partially replaced with cheaper pork and fat.

The meat was also supplied with excess water and forced servicemen to take poor quality products.

They say they do not want to take meat. Brother of the company owner: who is who, who is? And the reason – why do they not want to take? Employee of the supplier company: I do not know that. They say – whether there is a lot of water or something. The brother of the company owner: “Witter my prodigy”, I called one person … You give you what you have. And there are no more conversations …
The theft scheme was so versatile that after journalistic investigations, the suspects began to reduce the prices of eggs by 17 UAH, and compensated for the rise in expenses of oil and bread. At the same time, according to NABU, the cost of a set of products did not change.
Owner of the supplier: well, became 8.70 eggs … Accountant of the supplier company: 8.70? So I will reduce it? Owner of the supplier: now it is bread “Obregular” … “Evil” with all bread … There’s bread we have four “Naimena” …
According to this scheme, according to the NABU investigation, in August-December 2022, two supplier companies controlled by one owner received more than 733 million UAH of excess profits. This is confirmed by the examination. Some of the money was brought out under the guise of dividends and financial assistance to related companies. According to the investigation, for stolen money could buy several hotels in Croatia and other real estate.
At the same time, NABU acknowledged that it was possible to steal on such a scale thanks to the official of the Ministry of Defense, “which during the conclusion of contracts” did not notice “abnormal prices in the catalog.”
What are anti -corruption
Finally, public activists have gotten and help the system to clean up, but the way to providing the army with quality food at a fair price is Thornyny, says Elena Tregub, Executive Director of the Independent Anti -Corruption Commission (NAC), a member of the Public Anti -Corruption Council at the Ministry of Defense of Ukraine.
“These are the same eggs of 17 hryvnias, which were outraged 2 years ago … As a result, Renznikov’s Minister was removed, and the Anti -Corruption Council was created at the Ministry of Defense, the Office of Supporting Changes, the state’s rear operator, and defense agency, was fully launched. Many shifts occurred as a result of this indignation. But what did not happen, it is the prosecution of the perpetrators in this scheme, ”Tregub said.
She acknowledges that NABU and SAP investigation is a success, but an intermediate one, since they found only one official in the Ministry of Defense, who was responsible for this scheme.
“This analysis, which was even posted on their pages of SAP and NABU, shows that one person is unlikely to be involved. Therefore, the question should be from the public and journalists: “Where are the rest of the people?” … Could one people in the ministry take responsibility for UAH 733 million? The deputy minister, the minister, stood over this person. It is interesting to investigate what other high -ranking officials thought about this scheme, which has been in operation for more than a year? ” – Asks the Executive Director of the NACE.
Tregub supports the intermediate results of NABU and SAP investigation , in particular, accusations against the private sector, which was put forward by Tatiana Glinyana and several other persons. “Of course, we are pleased that it (investigation – ed.) Began to move. Because they have already been suspected that it would never show results, ”the official said.
At the same time, the executive director of the NAP noted that entrepreneur Tatiana Glinyana created more than one company and, even after scandals with “eggs of 17 UAH”, already won tenders in 2024.

Instead of conclusions
Participants in corruption schemes, even after the suspicion, often act on ahead and prove their guilt in the courts is almost impossible. With money and connections, corrupt officials are extremely rare.
In this context, there is another thing that NABU and SAP said. It is about exposing a large -scale scheme, whose participants have received illegal access to closed court decisions. The suspects – representatives of one of the lawyer associations – monitored the decisions of judges to grant searches and other investigative actions to warn their clients.
The attackers have developed a special script that collecting data and the content of new court decisions about clients of these lawyers every 12 hours. They could also manual search in the registry.
In this way, attorneys illegally made 39 615 searches and revised 7 572 court decisions. The data were used to prepare for investigative actions, the destruction of material evidence and documents, as well as the evasion of suspected customers from criminal liability.
