The Kyiv City Prosecutor’s Office reported suspicion of officials of the Kyiv City State Administration (KSCA) and entrepreneurs who organized the theft of almost UAH 60 million from the city program “Care. To meet the people of Kiev. “
Among the suspects is the Deputy and former Deputy Director of the Department of Social and Veterans Policy of the KSCA, Director of the Private Society, as well as the former Deputy Director of the Department of Health of the KSCA, who is also an individual entrepreneur.
According to the investigation, in the period from 2022 to 2024, the KSCA Department of Social and Veterans Policy held a competition for the provision of palliative care and social assistance to Kiev, who could not care for mental disorders or other reasons on their own.
The winner of the competition was a private company, which was transferred about UAH 150 million to implement the program. However, some of the allocated funds were illegally transferred to the accounts of under the control of natural persons-entrepreneurs for services that did not meet the goals of the program.
According to militiamen, the participants of the scheme spent considerable amounts on fictitious agreements, such as renting offices, parking spaces, transport and informing the population about their activities.
In fact, these expenses were used to bring money into entrepreneurs’ accounts. Thus, the organized group took possession of almost a third of the total amount of funding for the program – about 60 million hryvnias.
One of the suspects – former deputy director of the Department of Health of the KSCA, who now holds the position of Deputy Director of the KNP “Clinical Hospital” Psychiatry “was drawn special attention.
He was detained when trying to cross the border of Ukraine using counterfeit disability documents. He also raised additional charges for the manufacture and use of deliberately counterfeit documents and large fraud.
According to the decision of the Solomenskiy District Court of Kyiv, this official was chosen by a pre -trial detention measure with the possibility of making a bail of UAH 57 million.
The SBU investigators, together with the prosecutors, continue the investigation of the case to prosecute all those involved in a large -scale corruption scheme.
Recall that the High Anti -Corruption Court granted the petition of SAP and NABU, and removed from office for 2 months the deputy chairman of the KSCA.
It was also wounded that at the end of January, a project was registered in the Kyiv City Administration on the privatization of the Rye Market. However, in December 2024 he was promised to rent without redemption.
