Prime Minister Denis Shmigal stated that as of today there were no instructions from President Vladimir Zelensky to negotiate on the territories of Ukraine.

He said this for an hour of questions to the government in the Verkhovna Rada, commenting on the talks of Ukrainian and US teams in Saudi Arabia.

“We do not have and there were no directives at all with anyone to talk about any conversations on Ukraine’s territorial concessions,” Shmigal said.

He added that Zelensky has a clear position on this, which he has “repeatedly expressed”: Ukraine is not going to concede its territories.

“The territorial integrity and sovereignty of our country is the number one priority for us, it is defined by the UN Charter, international legislation,” the head of government added.

According to the Institute of War Study (ISW), the statements of Russian ruler Vladimir Putin and the Kremlin officials signal that the Russian Federation stores “maximalist territorial ambitions and does not want to make territorial concessions.”

In February-March 2025, half of Ukrainians (50%) believe that in no circumstances, Ukraine should give up territories, even if the war lasts longer.
