Mobilization in March: whom will be called and what new

In the first month of spring-2025, Ukraine continues to be in legal mode of martial law, which was extended until May 9. General mobilization has also continued. Whom can call the army and what innovations come into force from March 1 – in review Briefly about.

Who can be called The mobilization age remains unchanged: it is 18 – 60 years. However, forced mobilization is not subject to young men under 25 years of age who are in military registration as conscripts, that is, they did not have Army experience. Such can go to a contract only on a voluntary basis.

Up to 25 years can call men who have the status of conscripts. It:

• Graduates of military departments who received officers’ rank,
• Men who have been passed by a conscript or alternative term service,
• The military who served under a contract that ended before the Great War.

Men under 25 years of age remain in the category of conscripts, who were declared unfit for peacetime in peacetime and limited to military. Last October, the Verkhovna Rada adopted a law prohibiting their mobilization, but it has not entered into force because it has not yet been signed by the President. The call of such young people is actually legitimate.

As for the upper age limit, the call of men 50+ is also in force, but under certain conditions. They are not sent to landing troops. Mobilization occurs in agreement with the military unit in the security service.

Where the deadlines are extended Until March 31, the terms of transmission of employees for enterprises that did not have time to confirm the status of critical for the economy were extended. That is, by the end of the month the resulting armor remains valid.

Also extended the period of passing the VLK for men of the conscript age, which were recognized as limited (recall, this status was canceled in April last year. – Ed.). Repeated VLK must be held until June 5, 2025.

New criticality criteria On March 1, new criteria for enterprises that are entitled to book their employees are entitled. In order to get critically important status, an enterprise or company must meet three of the following requirements:

• The average salary of employees is not lower than the average in the region in the previous quarter,
• of taxes and fees paid at least 1.5 million euros per year,
• Foreign currency receipts make up more than 32 million euros a year,
• Enterprise is of strategic importance for the state or performing mobilization tasks,
• missing debt to the budget,
• The number of employees is at least 250 people.

Enterprises that have received critical status are allowed to book up to 50% of their employees. The right to 100% booking, according to the Cabinet resolution of January 14 this year, have:

• Emergency Situations, Emergency Situations,
• manufacturers of weapons, military goods, drones,
• Enterprises of energy, nuclear, coal, oil and gas complexes, employees of the enterprises of the OPC, who have concluded contracts with the armed forces,
• Builders of fortifications,
• police,
• Prosecutors of the Specialized Anti -Corruption Prosecutor’s Office,
• Doctors (subject to full rate) of state and communal ownership health care institutions, public health facilities, institutions that will conduct forensic and forensic psychiatric examination,
• Doctors of blood centers.

New in passing VLK From March 1, the procedure for passing the Military Medical Commission changes. This has been approved by the Defense Ministry from January this year. It is about switching to electronic document flow.

Both the heads of the Tax Code and the JV and the heads of recruitment centers of the Armed Forces of Ukraine will be made. Formation will be carried out exclusively in electronic form. Documentation from VLK experts is also translated into electronic format.

“Contract 18–24” In March, a voluntary recruitment to the Armed Forces of men from 18 to 25 years of age, who do not have the status of conscripts, continues. For volunteers who will successfully pass the VLK, there is a special incentive program:

• The contract is signed for 1 year,
• Financial Package of 1 million hryvnias: 200,000 after signing a contract, 800,000 two parts during its action,
• up to 120,000 hryvnias monthly for combat missions,
• Free Higher Education within the limits of quotas after the end of the contract,
• right to travel abroad after 1 year of service,
• zero mortgage under the Esosel program,
• compensation for housing lease at the duration of service,
• Medical Supplies including Dentistry and Tooth Prosthetics,
• Free travel and communal privileges.

Volunteers can choose on their own where to pass the VLK, where to serve. The following advanced units are recruited on the “contract 18-24”:

• 72-A Separate Mechanized Brigade named after Black Zaporozhians,
• 95th Separate Airborne Storm Brigade,
• 38th Separate Brigade of the Navy of the Armed Forces of the Armed Forces-“Cerbers”,
• 28-a separate mechanized brigade named after the knights of the winter hike,
• 10-a separate mountain-assault brigade “Edelweiss”,
• 92nd Separate Storm Brigade named after Ivan Sirko.

According to the Armyinform, the 95th Airborne Assault Brigade has already received 400 applications, to the 10th separate mountain assault-288. The first contracts have already been signed. The recruits are trained with experienced instructors, which should last at least 90 days.

Men’s servicemen aged 25 can also choose the place of service by contacting recruiting centers and participating in the competition for free vacancies in the Armed Forces.
