IAEA withdrew employees from the ZPP through the occupied territories: the Ministry of Foreign Affairs of Ukraine reacted rigidly

This is stated in a comment to the Foreign Ministry, which published the department today on its official website.

“Russia purposefully creates artificial obstacles for the activities of international organizations in Ukraine, forcing them to violate Ukrainian legislation, bilateral agreements with Ukraine, as well as neglect the resolutions of the UN General Assembly.

The department emphasizes that Russia has actually forced the IAEA staff to stay at the station without rotation for 80 days, which is much higher than the planned period, holding people under unprecedented psychological pressure in the increased risks.

“Moscow actually deprived international experts of freedom of movement and used them as a tool of political pressure on the international community. Ukraine has repeatedly offered a safe and legitimate route of rotation through the controlled territory. However, Moscow systematically denied the IAEA. agree to Russian conditions, ” – states the Ukrainian foreign policy department.

In a comment, the Ministry of Foreign Affairs emphasizes that the Actions of the IAEA Ukraine regards “not as a rotation of experts at the ZPP, but as a humanitarian evacuation in the face of threat to the life and health of people who are employees of the agency.”

Ukraine reportedly sent a note of the protest to the IAEA leadership, which condemns the violation of the sovereignty and territorial integrity of our country and warns against the repetition of any such actions in the future. The Ukrainian side will also raise the issue of unprecedented blackmail of the Russian Federation at the meeting of the IAEA Governance Council in the coming days.

“We emphasize that the activities of international organizations in the territory of Ukraine, especially in the conditions of aggressive war, should be carried out exclusively in accordance with Ukrainian legislation, rules of international law and principles of the UN,” – emphasize in the Ministry of Foreign Affairs.

It is also noted that only the termination of Russian nuclear blackmail and the return of the ZPP under the control of the legal owner – Ukraine – will allow to provide real monitoring by the IAEA and guarantee nuclear security in Europe.

Ukraine calls on international organizations to take a firm position, to refuse to fulfill the conditions imposed by Russia and to take measures to preserve its own authority, independence and impartiality.

What is known about the IAEA and their mission for the ZEPAs reported by UNIAN, at the end of February, Radio Liberty journalist Ricard Jezvyak reported that the IAEA would rotate its mission at the Zaporizhzhya NPP exclusively through Russia’s territory occupied by Russia – probably through Crimea.

He stressed that this will happen without the consent of Ukraine and contrary to the EU warning.

On March 1, Jezvyak confirmed that the IAEA had replaced its representatives with the territory occupied by Russia without consent with Ukraine.

In mid -February, the Chief State Inspector of Nuclear and Radiation Safety of Ukraine Oleg Korikov during a briefing reported that IAE experts who came to replace colleagues at the Zaporizhzhia NPP were attacked by Russian drone on December 10, 2024. Their colleagues, as Korikov noted, have been on the territory of the station for two months, but due to the aggressive actions of the Russian Federation, their rotation is delayed.

On December 10, President of Ukraine Volodymyr Zelensky reported that the invaders in the Zaporizhzhya region attacked the convoy IAEA in the Zaporozhye region. In particular, the blow was applied one of the cars of the column.

CEO Rafael Grosssey called the attack “unacceptable”.
