Literally: “According to the Russian and North Korean state media, there was a meeting of representatives of Russia and North Korea in Moscow. It was attended by the head of the Consular Department of the Ministry of Foreign Affairs of Russia Andriy Klimov, North Korea Ambassador to Russia Hhon Chchol and a member of the Politburo of the Korea Ri Jong.

Details: On February 24, the Russian Embassy in Pyongyang reported that delegations were discussing the strengthening of cooperation between the Russian Party “Unified Russia” and the Korea Labor Party within the strategic partnership between the two countries, concluded in December 2024.
At the same time, the South Korean edition of Korea Joongang Daily has released the Satellite Phone Labs PBC satellite images, which may indicate active freight transportation between the two countries.
The satellites recorded a 110-meter vessel located in the port of Rason near the border with China and Russia. Near the pier is also visible lines of containers about 100 meters long.
Literally: “The pictures indicate that on February 20, the ship was rolled up to the inside of the pier, and the next day moved to the outside. This may indicate unloading of some containers and loading new ones before sailing.”
Details: Earlier, wasw that in November 2023, North Korea probably used this port to supply ammunition to Vladivostok. Rason activity may indicate an increase in the supply of resources that Russia can use to support the war against Ukraine.
Key conclusions ISW on February 25:
- Russian head Vladimir Putin has implicitly recognized the President of Ukraine Vladimir Zelensky by the legitimate President of Ukraine and the future partner of Russia in negotiations, while promoting a new misinformation campaign, which aims to destabilize the Ukrainian society and the Ukrainian army from the inside.
- Putin has tried to use a new vocabulary to reformulate the requirements for changing the regime in Ukraine, which he has been demanding since 2021.
- Putin proposed to conclude an agreement with the United States on Russian Liquid Earth minerals as part of efforts to interrupt Ukraine’s rate in this matter and push the United States to accept Russian proposals for economic measures instead of any factual concessions of Russia in relation to Ukraine.
- Putin tried to claim that he supports Europe in negotiations on Ukraine, while continuing to demonstrate his unwillingness to make concessions and seem to offer Russian allies as possible future participants in negotiations.
- Kremlin officials continue to use diplomatic interaction with Russia’s allies to strengthen Moscow’s narrative that Russia has invaded Ukraine to protect Russian -speaking minorities in Ukraine.
- The North Korea Labor Party Delegation arrived in Moscow on February 25 at the invitation of the Russian ruling party “United Russia” against the background of reports that North Korea could supply more resources to Russia.
- Western officials continue to emphasize the scale of European military assistance to Ukraine.
- Russian troops advanced in the Kursk region and near Kupyansk, estuary and Greater Novosilka, and Ukrainian troops advanced near Kupyansk.
