Investigators believe that due to this scheme, the state has lost more than UAH 246 million.
According to the investigation, in 2016, the Defense Ministry concluded a contract for the development of a system with a company that had no experience in creating neither military management systems nor specialized software. In four years of research and design work, the technical task for the construction of the system was changed 13 times, which allowed to increase the cost of work by UAH 300 million, and to reduce the functionality of the system by ten times.
The SAP and NABU say that the developed system does not correspond to the technical task: from incompatibility with NATO protocols to the absence of integration with other military systems.
“During the investigation, detectives and prosecutors faced attempts to interfere with the investigation: the person involved in the scheme began to hide key documentation on the financing and development of the project. After the investigation, they accelerated the work and even modernized the system for free, trying to make it more like the original design. However, due to fundamental errors in the architecture of the refinement of the “Bell” system is impossible, ” – the message reads.
Among the suspects are the following officials:
- former Deputy Chief of the General Staff of the Armed Forces, Lieutenant General;
- The exchanger of the Armed Forces of the Armed Forces, Major General;
- exchanger of the Department of Development of Automation of the General Staff of the Armed Forces, Colonel;
- Director of the Private Society is the main executor of the contract.
The pre -trial investigation is ongoing.
In December 2022, at that time, the Minister of Defense Alexei Reznikov reported that an automated system of management of the Military Actions “Bells” was adopted into the weapons of the Armed Forces of Ukraine.

At the same time, at the end of November, MP Yaroslav Yurchyshyn reported that NABU detectives would investigate criminal proceedings on the execution of research and development works “Bells”.
According to the People’s Deputy, the Bureau is investigating the waste in particularly large amounts, negligent attitude towards military service, excess of power, including military persons.
The “bell” was developed as an automated management and control system for the combat actions of strategic, operational and partially tactical levels.
The system has in semi -automatic and automatic modes to generate combat management documents, to create and track cartographic information, to receive comprehensive data on their own troops, their current and prospective support, existing intelligence on enemy troops, as well as calculating the ratio of forces and means, optimality different scenarios.
