Law enforcement officers traditionally do not call the names of the suspects, but the investigation of journalists was featured by the deputy chief Tymoshenko RadionGeneral Vladimir Rapko and colonel Viktor Artikhovich.
According to the investigation, in 2016, the Ministry of Defense concluded a contract for the development of a system with a commercial company that had no experience in creating software. In four years of development, the technical task was changed 13 times, which allowed to increase the cost of work by UAH 300 million. Without justification, the number of experimental samples of the system was increased from 4 to 12, which caused additional costs for documentation adjustment – UAH 115 million.
As militiamen found out, the developed system did not meet the technical task at all: from incompatibility with NATO protocols to the absence of integration with other military systems. Moreover, some of the software is not used at all. From the laid 200 information and settlement problems, only 10 were realized.
It is emphasized that during the investigation, detectives and prosecutors confronted with attempts to prevent the investigation: the person involved in the scheme began to hide key documentation on the financing and development of the project.
Also, after the investigation, they accelerated work and even modernized the system for free, trying to make it more like the original design. However, due to fundamental errors in the architecture of the “bell” system is impossible, NABU noted.
Despite the obvious shortcomings, at the end of 2022 the “Bell” system was officially adopted by the Armed Forces. And in 2024, instead of eliminating the shortcomings or abandoning the inefficient decision, the “bell” was planned to allocate additional funding. This may indicate attempts not only to hide previous corruption abuses, but also to continue them.
