Appropriate decision The NSDC was approved February 12th. To implement this Decree, the Government approves the following measures to reduce the cost of medication:
- Restriction of maximum trade margin for pharmacies – no more than 35% for over -the -counter drugs and a regressive scale for prescription. Suppliers will be able to add no more than 8% to the wholesale price depending on the cost of the drug.
- Increasing control of medicines in hospitals. Patients should receive medicines in hospitals for free.
- Within the framework of the Winter Support initiative, the program Affordable Medicines has been expanded. To do this, the budget has over 6 billion hryvnias
- Improvement of territorial availability of medicines. UkrPoshta delivers medicines all over the country free of charge.
- Since July 2025, all pharmacies will be obliged to enter into an agreement with the National Health Service of Ukraine (NSAU) and will release drugs under the Affordable Medicines Program.
The NSDC instructed the Ministry of Health during 2025 to monitor the implementation of contracts on medical care of citizens under the medical guarantee program in the provision of necessary medicines.
Also, the Antimonopoly Committee was advised to strengthen the control of compliance with participants in the pharmaceutical market of laws on protection of economic competition. The Council recommends that the Prosecutor General’s office “take additional measures” to identify financial abuse or opaque pricing, which leads to an artificial overestimation of drug prices.
