Communication during blackouts: Why did mobile operators not fulfill the requirements of the NCU?

Communication during Blackouts: Why did mobile operators not fulfill the requirements of the NCCU? Operators promise improvement in the I-II quarter of 2025.”, – WRITE ON: Unn.ua

Despite billions of non-conscious investment, Ukrainian mobile operators “Kyivstar”, Vodafone and Lifecell were unable to fully fulfill the requirement of the National Center for Operational Technical Management of Telecommunications Networks (NCU) for 10-hour work of base stations without electricity. Forbes Ukraine reports, writes UNN.

Details

“Batteries are at most of our base stations, but it is impossible to provide their work for 10 hours,” says topsman one of the Ukrainian mobile operators who communicated anonymously with Forbes Ukraine because of the topic sensitivity.

“We are trying to reach a compromise with the state to work in blackouts,” adds the interlocutor from another operator.

It is reported that from the beginning of the full -scale invasion of Kyivstar has invested more than UAH 2.3 billion in energy independence, Vodafone Ukraine – UAH 2 billion, Lifecell – UAH 1.5 billion, according to the responses of the operators’ press services.

The data for the last six months, when the requirement of the NCU appeared, they have not specified.

It is known that Vodafone Ukraine has provided a backup power of 65% of base stations that can operate without electricity from 4 to 72 hours.

Kyivstar has installed over 197,000 batteries for January 2025, but does not reveal how many stations are equipped with generators.

“From the beginning of the full -scale war, Kyivstar has more than three times increased the stability of the network,” the press service added.

Lifecell provided autonomous power sources for the entire network, but they operate from 4 to 8 hours depending on the load.

From February 1, Kyivstar, Vodafone and Lifecell operators had to work 10 hours without light. However, this condition was not fulfilled.

“We make the requirement for the number of generators and batteries, simply delayed,” says topman of one of the Ukrainian mobile operators. “In the second quarter, the lion’s share of our stations will work 6-8 hours,” he adds.

In the I-II quarter we will make a significant jerk, just reached the previously ordered batteries,

However, it will not be easy to comply with 10 hours of battery life. “It’s a very high bar,” says one of the interlocutors.

If the competitor is discharged by batteries, the load from their station falls on ours, it reduces our time of work,

He also stressed that operators also need a higher power of power supply lines for fast battery charging.

Recall

In July 2024, the NCU obliged Ukrainian mobile operators to provide a reserve power supply 100% of its base stations by the end of January 2025.
