In the first days of a full -scale invasion, when thousands of people were running away from Kherson, and the carriers took evacuation from 3 to 90 thousand hryvnias per person, there were those who saved the countrymen for free. One of these characters was Anton Kushnir.
Anton, though born in Russia, became a real Ukrainian in Ukraine for 20 years of life: he married, raised four children, and with the beginning of Kherson’s occupation devoted himself to rescue of others. He personally saved more than 100 people and delivered tens of tons of humanitarian aid. Anton was a pioneer – boldly passing through new checkpoints, communicating with the invaders, checking the routes and sharing herself important information with other volunteers.
On May 16, 2022, on a new, unverified route, the Russian military shot Anton’s car. At the last checkpoint, they were not given information about the movement of the evacuation column – when it stopped, it was simply killed. He was only 48 years old.
Today we will talk about how families of victims as a result of the war can receive compensation from the aggressor country, and how our organization helps in this process.
The mechanism of receiving reparationsFrom January 17, 2025, a mechanism for submitting applications to the International Register of Losses from Russia for the loss of loved ones (category A2.1 “Death of a close member of a family”) has been launched in Ukraine. Our organization “City of Sila” has already helped the family of Anton Kushnir to submit one of the first in Ukraine applications in this category.
Step -by -step algorithm for submission of the application:
- Documents certifying the applicant’s identity
- Documents confirming family relationships
- Documents about the death of a loved one
- Evidence of causal communication between death and military aggression
- Creating an electronic signature
- Filling out the application form
- Loading the necessary documents
- Checking the documents submitted by the register (up to 30 days)
- Consideration of the case by a special commission (the terms of consideration depend on the complexity of the case)
- Decision on the appointment of compensation

The statement and evidence to it will be submitted to the future compensation commission, the creation of which is ongoing, to consider the merits and decide on the amount of compensation. The status of the statement and the notice of the course will come to the Citizen Cabinet of the Citizen in the section “Pay attention” and e -mail.
The right to submit an application have:
- Parents, adopters, stepfather, stepmother
- Spouses (both in a lawful and civil marriage)
- Children, adopted, stepchildren and pads
- Other family members (if there is evidence of close relationship)
Grounds for submitting an application
The statement is accepted if the death of a loved one is related to:
- Active fighting
- Shelling
- By violence in the occupied territories
- Abduction or illegal imprisonment
- Underping on mines
- Torture
- The evacuation attempt
- Destruction of the Kakhovka hydroelectric power station
- Humanitarian crisis (lack of medical care, lack of food, water)
It is important to understand that this category of statements concerns compensation for moral suffering. Material losses, such as income loss, will be considered in separate categories that will open later.
The term of consideration of the applicationThe process of collecting applications and their processing for entry in the Register is currently underway. Consideration of applications on the merits and determination of the amount of compensation will be due to the future compensation commission, the work on the creation of which is ongoing. About all further steps regarding the applications and the action will send a message to the citizen’s office in the section “Pay attention”.
