Audit in ARMA: Experts require responsibility of the Duma and changes in the work of the agency

The results of the ARMA Accounting Chamber’s audit confirmed the systemic problems in the agency’s work. In particular, the auditors found that 80% of the assets transfer to the ARMs have not been fulfilled, competitions for governings have been going on for years, and the state could lose millions during a full -scale war due to ineffective asset management during the full -scale war. Against the backdrop of these disappointing conclusions, experts emphasize that the responsibility for the failed processes should be borne by the agency’s management, and the asset management system needs a radical reform, writes, writes UNN.

According to auditors, the main problems of the agency’s work are as follows:

• imperfection of the mechanisms of selection of managers and assessors of confiscated assets;
• incomplete data on assets in the register;
• Neregulated relationships between the ARMA and the prosecutor’s office and pre-trial investigation bodies at the stage of transfer and acceptance of assets.

Experts emphasize the need for changes in ARMA

Political expert Vitaliy Kulik stressed that the account of the Accounting Chamber should be the basis not only for reforms, but also for investigating the activities of the agency.

“As for me, the report must be the subject of investigation, rebooting ARMA, not only in the part of the name of the manager, but in the part, above all, the systems – how the decision is made, as reports, as the ARMA communicates with the stakeholders,” – said in Comments UNN expert.

Political scientist Sergei Shabovt indicated that from the outset he works as an opaque asset management mechanism.

“The key problem is that the ARMA was created and described by regulatory documents in such a way as to be an instrument of corrupt actions, to hide real money that was received for a particular property,” – stressed in the comment UNN expert.

The Transparency International Anti -Corruption Organization also believes that the Accounting Chamber’s report confirms the need to reform the agency.

“It should be noted that the results of the ARMA are quite disappointing, the results of the agency’s reform, given the requirements of the Ukraine Facility Plan,” the organization said.

The results of the audit in the ARMA were considered at the Anti -Corruption Committee of the Verkhovna Rada. According to the Committee members, the discussion with the agency’s representatives was frank, the people’s deputies drew the attention of the ARMA to the problematic issues that need to be finalized.

Therefore, it is obvious that without the responsibility of management and systemic changes, the situation in the ARMA will remain unchanged, and the assets will continue to be idle, bringing only losses to the state.
